The arrival of the Canadian Pacific Railway in 1875 sparked a long rivalry between the towns. At first, Fort William was the larger and more dynamic community. The collapse of silver mining after 1890 devastated the Port Arthur economy, which went into a depression while Fort William thrived.

Both cities granted bonuses to manufacturing industries. By 1914 the twin cities had modern sewers, safe water supplies, and electric street lighting. As early as 1892, Port Arthur had Canada’s first municipal electric street railway. In 1902, both cities rejected Bell Telephone of Canada in favor of their own municipal telephone systems. In January 1970, the City of Thunder Bay formed from the consolidation of Fort William, Port Arthur, and two geographic townships.

Thunder Bay today is the regional services center for northwestern Ontario with most provincial departments. Lakehead University and Confederation College are major economic assets. The businessmen and professionals who attracted these two academic institutions drove the political consolidation of Fort William and Port Arthur in 1970.
